The State's Whole Duty to Its Children. IN his annual report, the InspectorGeneral of Hospitals has something . interesting to say about the medi- . cal inspection of school children. In New Zealand the system was only initiated in practice in May, 1912, and the results, even at this early stage, have been extremely valuable. A surprising number of children have been found to be, suffering from some physical ailment. •Dental canes is exceedingly. prevalent. Post-nasal troubles are common. * '■ * :""* * Discovery of this fact, and insistence -on it, must lead to improvement and a tetter ruling condition. There will be a check on over-pressure in the case of abnormal 01- delicate children. "Where defects are remediable, they will, ■ in "many cases, be remedied, and they will in all cases be detected and made plain. After that, .the responsibility will fall -directly on the State and the parents, and can no longer by any pretence of ignorance be shunted. The children will hare their chance.
