MUNICIPAL COUNCIL.

Monday, October 31, Council met. All present. Minutes of last meeting read and confirmed. Letter read from Mr. P. Harvie, applying for the situation of magazine keeper. Mr. Lyon moved that the Town Surveyor be instructed to proceed immediately in surveying the line of road extending from Nairn-street to the end of Thorndon Quay, with a view of improving the same, agreed to item. con. Mr. Fitzhcrbert moved, seconded by Mr. Wade, that an address be presented to the local Government, to take off the duties on Spirits and Tobacco, and other articles consumed at the whaling stations on the coast of New Zealand. And that the following Gentlemen be requested to draw up the same, viz.—Messrs. Guyton, Waitt, Hort, Wade, and Fitzherbert, agreed to non. con. Mr. Wade moved, seconded, by Mr. Molesworth, that an application be made to the Sheriff, to direct that the constables, or other officers in charge of the labour gangs of the prisoners in his custody, do receive instructions from the Town Council as to the improvement of such parts of the public roads or works as they shall from time to time deem most conducive to the public benefit.

For the motion, —Messrs. Wade, Molesworth, Johnson, llort, Waitt, Lyon, Fitzherbert, Scott, Hunter. Noes, —Messrs. Dorset, Jenkins. For 9 Against 2 Majority 7 Mr. Fitzherbert moved, seconded by Mr. Wade, that a written application be made to each of the Newspaper offices to print the standing orders as a supplement to the Newspaper, and for an estimate of the expense of striking off one hundred copies of the same for the use of the Council, agreed nem. con.

NOTICES OF MOTION, For Thursday next, the 3rd November

Mr. Fitzherbert, —That the Town Surveyor be instructed to prepare a plan of the Town, marking out the property of the Corporation: which plan be kept in the Council room for the use of the Aldermen, and that the Town Surveyor do charge his usual fee for such extra labour.

Mr. Scott, —That a Committce.be appointed to draw up a memorial to His Excellency the Governor, or the officer administering the Government, that this Corporation be empowered to reclaim land in the Borough between. high and low water mark. Mr. Johnson, seconded by Mr. Lyon,—That application be made to His Excellency the Governor, or the officer administering the Government, that in pursuance of the provisions of the ordinance, sth Vic. No. 6, he will be pleased to extend the provisions of the same to the Borough of Wellington. Adjourned till Thursday next, the 3rd inst., at nine o’clock.

MECHANICS’ INSTITUTION (From the Auckland Time?).

We are very glad to hear that this praiseworthy Institution is gaining ground daily. The Lectures 'will commence with regularity after next week—though considerable difficulty is, of course, at first to be encountered, from the absence of models to demonstrate by, or apparatus for experiments. These minor difficulties, it is to be hoped, however> will gradually be cleared away. We make the following very gratifying extract from the Secretary’s report at the last Comniritee meeting:—

<f There has been already collected more than 150 volumes of books, in all about 80 distinct works. These include several splendid copies of standard works, by eminent authors. There are, besides, upwards of 100 magazines and pamphlets. The proportion of books strictly scientific, though not so large as could be desired, is yet fully as great as, in the present circumstances of the settlement, could have been reasonably anticipated. The Library, as at present constituted, may be classed under the general term “ Miscellaneousand, although a greater number and variety would be a desideratum, there is already sufficient to afford reading to each member. Additional works ai'e, lowever, promised during the present week. We may expect, also, a number of books by the first arrival from the Bay, forwarded through the Rev. B. Quaife, our corresponding member, in accordance with arrangements previously entered into.”
