ON LETTERS BOOK-PACKETS, AND NEWSPAPERS WITH THE REGULATIONS AFFECTING THE roSTAG E, TRANSMISSION, ASD DELIVERY OF THE SAME. LETTERS. I.—lnland Letters. From any part of New Zealand to any other part of New Zealand : Not exceeding Joz »~ 2d. Exceeding oz., and not exceeding 1 oz. ~. 4d. 1 oz, „ „ 2oz. ... Bd. Letters addressed to Hongkong, Penang, Singapore, any part of China or Japan, the Philippine Islands, Java, Sumatra, Borneo, Labuan, the Moluccas, and Siam, are chargeable as follows :

To Naval Officers on Foreign Stations. Letters addressed to Officers serving on board any of Her Majesty's ships on a foreign station, when sent through the United Kingdom, are chargeable as foliows : Not exceeding £oz ••• 1 8 « Exceeding £ oz., and not exceeding 1 oz. ... 2s. 1 oz., „ „ 2 oz. ... 4s. 9,—To Naval Seamen and Soldiers. Letters sent to or by Seamen and Soldiers in Her Majesty's Serviee will be transmitted within the Colony, and between the Co'ony and any Post Offiee in the" British Dominions, at a charge of One Penny, provided that the following regulations are observed : 1. Each letter must not exceed half an ounce in weight. 2. It must be superscribed with the name of the writer, his description or class in the Vessel or Regiment, and signed by the Officer at the time in command.

3. The postage must be prepaid. Every letter of this description, posted or received in this Colony, not in accordance with the foregoing regulations, will be treated as an ordinary Letter. The postage upon these letters must in all cases be paid in advance. 10. —Free Letters.

Letters on the Public Service of Her Majesty's ISTaval and Military Forces are exempted from the payment of postage, if bearing the words " On Her Maiestv's Service," and the signature of the officer in command of the Force on the Service of which the Letter is despatched. But such letters cannot be transmitted by any irregular route, or one entailing additional expense on the Colonial Government. Letters on the Public Service of the General Government of the Colony are transmitted free by post, if bearing the words " On the Public Service only," and the signature of some officer of che General Government authorised to frank Official Letters. List of Persons Authorised to Receive Letters on the Public Service Free of Postage. Chief Justice, Puisne Judges of the Supreme Co:irt, Colonial Secretary, Under Secretary, Chief Clerk, Colonial Secretary's Office, Colonial Treasurer, Assistant Treasurer, Commissioner of Customs, Attorney-General, Assistant Law Officer, Postmaster-General, Secretary to the General Post Office, Secretary for Crown Lands, Minister for Native Affairs, Native Secretary, Assistant Native Secretaries, Chief Land Purchase Commissioner, Speaker of the House of Representatives, Speaker of the Legislative Council, Clerk of General Assembly, Auditor of Public Accounts, Registrar General of Births, Deaths, and Marriages, Registrar General of Deeds, Registrars of Joint Companies, _ The Members of the Executive Council, Walter B. D. Mantell, Wellington, The Chief Postmasters of each Province, The Master Warden of the Chief Marine Board, The Superintendents of Provinces, The Minister of War, Deputy Adjutant-General of Militia and Volunteers, The Senior Officer of that Branch of Her Majesty's Naval or Military Forces on the service of which any Letter may be posted, present at the place from which such letter is despatched, The Officers Commanding Corps of Militia and Volunteers, and Adjutants of Militia and Volunteer Forces in the North Island. 11.— Registered' Letters.
