Claim or claims to be sent into the Provincial Government. " 2. An available Gold-field shall be considered to exist, whenever such a quantity of gold shall be obtained from it as shall have afforded employment to not less than 500 diggers, for three months, at fair average wages. " 3. All matters relating to any claim shall be referred to and decided by three Commissioners, to be appointed for that purpose by the Superintendent, by and with the advice and consent of his Executive Council.
