By His Excellency Sir George Gkky, Knight, Commander of the Most Honorable Order of the Bath, Governor and Com-ntander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice-Admiral of the same, (Ac., Ac., fvc. 7 lIEREAS by an Act of the General Assembly of New Zealand, intituled “ The Secondary Punishment Act, 1854,” it is enacted amongst other tilings “that it shall be lawful for the Governor from time to time to make such Rules and Regulations as to him shall seem meet for the employment, safe custody, management and discipline of the Convicts under sentence of penal servitude,” &c. Now therefore I, George Grey, the Governor of the said Colony, do hereby, under and by virtue of the powers before recited, make and publish the following Regulations to be in force within tbe Province of Wellington, in addition and without prejudice to the Regulations published on the 81st day of May, 1850, that is to say : Prisoners of the first class will be allowed to smoke for fiftet-u minutes during- tiie time set apart for breakfast and dinner, but at no other time.
