New Whit for the Pensioner, Settlements. —By a reference to our advertising columns, as well as by our report of the proceedings of the Provincial Council, of yesterday, the electors of these districts will perceive that a new writ has been issued—after a most unnecessary delay—for the election of a member to fill theT vacancy caused by the resignation of Mr. Powditch. The Provincial Secretary admits that the late member's letter was received on the 9th instant. The writ does not bear date till the 21st. Such is the honorable Secretary's interpretation of the word " forthwith"—a delay of twelve days—when it serves to keep the minority deprived of a supporter. Had the vacancy been for any of.jthe. districts in which the "New Official Party" felt secure of the seat, we will venture to say, that no scruples would have been entertained as to whether the seal of the Provincial Council was sufficient, or whether that of the General Government was requisite. ._ .
