We thinlc it would be better that, in the first instance at least, the complaint of " An Englishman" should be laid before the Commissioner of Police, who, we are satisfied, would not overlook such conduct as our correspondent describes. " P.s" letter is postponed for want of room to-day. We hope to find space for it in our next.
