Colon i c s. — Colonial Legislative Councils. — A Parliamentary document has just been issued respecting the Legislative Councils of the colonies. Mr. Forster moved in the early part of last session, for ateturnof the names of the legislative council in each of our colonies or settlements, not having legislative assemblies from the year 183G to 1844 inclusive, together with the profession of each member, and the date of his appointment. The return extends to 24 pages, and embraces Malta,. St. Lucia, Trinidad, Sierra Leone and dependencies, Gambia, Cape of Good Hope, St. Helena, Mauritius, Ceylon, New South Wales, Van Dieman's Land, Western Australia, South Australid, and New Zealand. The return which has issued from the Colonial Office, might have contained better arranged information. It has not been made up to the period required, and what is afforded is not sufficiently explicit. It appears that Malta has its governor and other officers, besides three persons without appointments, in the council. At St. Lucia, nearly all the members hold office, At Trinidad, the council is formed of eight persons in office, besides the governor, and seven persons without appointments. Sierra Leone has the council formed of persons in office, and Gambia is similarly situated. The Cape of Good Hope has a council of its officers, and of other persons without appointments. St. Helena has its governor and two other officers. Mauritius is governed by nine officers, and seven nonofficial mem bets. Ceylon has twelve officers in its council, and »ix non-official members. The colony of New South Wales is differently constituted in its legislative council ; the governor and other ofticeis are now elected members from different counties nearly all of whom are without appointments, either civil or military. In the council of Van Dieman's Land, seven officers have seats, and eight others hold no appointments Western Australia is a mixed council, as is South Australia. The council of New Zealand, is wholly composed of officers. The return of this cplony is only given to the year 1813, when seven persons holding appointments, administered ilb affairs in the council. — Watchman.
