(Per Press Association,) ■WELLINGTON, August 28.

lii the House this evening the Hon G. W. Russell moved the second reading of the Rivers Boards Amendment Bill. He explained that the Bill provided that where 'a Eivera Board failed to do its duty'to the settlers, the Government might;.appoint a commission to enquire into local conditions, and if it wore found that the Board had failed'to perform its proper functions, the work might, lie undertaken by tho Public Works Department at a cost to'bo borne by the district. Every such commission to consist of a stipendiary magistrade and four other tpcrsons, 'two of whom shall be engineers nominated toy the Minister of Public Works.
