The iron and steel trades' confederations received a messags signed by Sir Edward Carson and Sij* John Jellicoe, impressing the seriousness of the position arising out of the unrestricted submarining. A; determined enemy had set himself to blockade Britain and destroy merchantmen bringing food to the people ami supplies for the Army. We .need all our sources to prevent the threatening starvation. The enemy knows this and has staked everything! thereon. If he succeeds victory -will. rest with Mm. If he fails his defeat] is certain.. There are only two weapons we can use, both of which are in the shipyards. One was the, class of warship enabling the Navy to hunt and destroy the submarines; the other is the replacing of sunken merchantmen. These weapons must be used together, and upon the men in the shipyards and engineering shops depends the output. The message appeals to the men to spare no efforts to produce the weapons with; which to wiii the war.
