The agitation in Germany i'or a return to a drastic submarine policy is daily growing stronger, The newspapers demand lliat Germany should ignore America. The Imperial Chancellor's supporters arc gradually dwindling. The newspapers openly demand that Grand Admiral von Tirpitz should replace Dr Bcthmann-Holhvcg as Imperial Chancellor. It is expected that the Central Party will shortly join the Chancellor's antagonists, Negotiations in the Reichstag Secret Committee of all parties, concerning submarine warfare, is proceeding.
