The Council met lu.c evening., Present—His : Worship the Mayor, j Councillors'" Brown, Hilliiicr, Frith, Keys/ '-Hediey, Malian,' Mitchell, Clarke, Crawshaw, and M'Ad<.!ii. The minutes and outward cocrw pondence weretead. and approved. The acting-manager of the abattoir ' reported that duting October M 8 | cattle and 721 sheep were killed at the abbatoir, and, of these two cattle and one sheep'were condemned. Mr T, 'Forrester, secretary to the Oaraaru' Harbor Bpard, forwarded i copy of the Chjistclmrch Meat Company's protest/against the. removal of shingle from the foreshore, and-also intimated the dedecision of the board to permit the the removal of no more shingle. -The Town .Clerk liUil written that all' the 'shingle' required li.nl been •obtained. ■■[ " . It was resolved •to retain this trough; the X'letk of Works to put it in order 1 ; .and. to report on what troughs were required, ' Ensign £ock\vood,| of the Salvation Army, asked ' that the use ot Tokaro Park'be 'granted them tree' of charge for the Biorama, the proceeds being iu aid of the Army's ' sociai and missionary work. The | charge to 'be remitted. Mr J. Cartwright asked that Hit. ! Council should reconsider his application for a water supply. His area was only a quarter-acre section, and he offered £3 as a reasonable charge.—Referred to the Ul«ik of Woiks for report. Mews H. Winslcy and Sons asked permission to erect a hoarding on tho Severn street side of the Town I-lall lo keep children oh' the grounds and clear oi the pelton wheel, which might endanger them. -Granted, subject to the approval oi' the Works Committee.
Mr Martin, the Council's representative in Wellington, on the subject of the Town Hall site, wired that the Reserves Dill had been, passed, including the Oamaru clause. The, Mayor Said the freehold had been granted to the Council, without power of sale, but.with power to lot iiny portion of the land or buildings. That he regarded as very satisfactory. ' A vote of thanks was accorded to he lions, G. Jones and T. Y. Duncan, for valuable assistance lent iii securing the legislation. ; The Mayor mentioned that the Reserves Act also'vested some old rifle rauge sections in the Oamaru Borough; .Council, and he suggested that -application bo' I ;made for the 'transfer .of these sections to complete the' Council's title.—This was agreed to. The Mayor also said that the Act provided for the exchange of sections between the Council and the Vvaitaki High .School Board of Governdis, loiulered necessary by the purchase of 'the sections for the Girls''school, and it was agreed to approach the Board ol Governors for the completion of the exchange. . Mr J. Currie, Exe street, drew ■attention to the state of the drain on'" the cast side of the street, where both, channels were full and running across the street after the slight shower of rain of Wednesday morning. The Inspector of Nuisances considered the drain all right, the water' having disappeared when he called-Referred to the Clerk of Works to attend to.
Mr P,' Fraser, race-inspector, wrote that Mr Bedford had given up his lease of the Education reserve near Borton's, so that the matter of fencing might stand over at nresent, Mr Goodsall, lessee 01 the "reserve near Peebles, was not inclined to pay half-cost of fencing the race-Referred to the • Waterworks Committee. Building permits were granted as follows :• Mr J. Allan/,additions to dwellings in wood and iron, sections 12 and 13, block IS, Nen street; William Dell, shed and stable, section IC, block 13, Ouse street; 11. M'Uillivray, junr., dwelling in wood and iron, section 9, block 74, Hull street; ami ,0. H. Scott, dwelling in wood and iron, oh section 1, block 15, Thames street. Mr J. M. Forrester asked permission to erect a septic tank at the Hospital. The tank had been constructed in accordance with specifications supplied by the Septic Tank Cbrhpanv, of London, and of appliances imported from that firm.Referrcd to the Sanitary Inspector. Mr Forrester made a similar application on behalf of Mr M. Movtbri, • in respect ol section !), block 70,-ReferWl to the .Sanitary Inspector with a direction that the' drain should be taken across the street to the concrete channel, Mr .Forrester also applied for permission for the Benevolent Trustees to use a septic tank, also according to London specifications, and of imported appliances—Referred to the Sanitary Inspector. ' The balance-sheet, as returned from the Auditor-General, was received and approved. The Finance Committee reported-. (1) recommending accounts lor payment to the amount of £421 t)s sd, (2) The Committee could not see its way to its previous recommendation re Mrs France's application for rebate of rates. (3) Recommending regarding the financing of the Town Hall scheme thai the sum of £3OOO be raised on debentured nt'-Uper cent, and any further sum, ..probably £IOOO, be obtained from the bank as against tho daily credit balance. On the subject of' clause 2, Mr Frilh thought it was very unsatisfactory that when an over-caargc was made they had no' power to give a rebate.

The Mayor read an invitation from the invercargill Council to attend the opening of tiie new Town Hall there. The Mayor remarked that the fixture came at the same time as the. Ali Nations Fair. ' Messrs Ireland and Co. wrote objecting to the fence on the east side of the Drill Hall, on the ground that their drays used this road aa. a short cut. iThey asked that : the fence be erected so as to leave the road openIn accordance with notice, Mi Ciawshaw moved that the previous resolution of the Council giving the Dull Hall Trustees power to erect j a fence on Itchen street, between I the Drill Hall and the reserve on the east side of it, be rescinded. Mr Crawshaw said the road was a great convenience to the public, and one condition under which the volunteers were given the site-was
that a roailline should ho. made. Mr Frith seconded the motion. After considerable discussion, Mr Crawshaw's motion was defeated, and the Works and Reserves Committee was asked to see that the Council's decision was carried out. Tenders were then opened for the removal of nightsoil for 12 months, and that of Harry Neill was accepted at 3d per pan for weekly services and 2M per pan for fortnightly services", and l;Jd per cubic foot for removal of dust and refuse. Mr Mahan moved that the Council consider a reduction of (he charge for the sanitary service. Mr Milliker asked that asphalting in (Till street, for which the ralepayers' portion of the cost had been lodged six months ago, should bo at tendril to,-To he attended to as soon as possible. i
The Council then went into Cornmi Lire on Town Hall matters, particularly in reference to finance. After an hour in Committee, the Council Resumed in open meeting, and adopted the report of the Finance Committee on the subject of finance of the Town Hall. The Council rose at 11.10 p.m.
