'A radical change is noticeable in the' Russian Government's attitude towards the liberal policy since the revolution is apparently moribund. The Novoc Vremya, on Count dc Wittc's behalf, proclaims that the manifesto ol October 30lh in no wise affects the status ol the aristocracy. It the Duma attempts to meddle with the fundamental laws of the Empire it will be dissolved. Owing to the franchise being widened ten and fifteen fold beyond the original limits by the ukase ol December it will be necessary to revise the lists of voters, delaying the assembly of the Duma to the end o! April. An official communique implies that further strikes and disturbances will entail a fresh postponement.
