THE WASHERS' AND MANGLERS BILL.

The following is the Bill introduced into the House of Representatives by Mr Buckland, which has caused so much Amüsement. It is intended as a travesty of some of the peculinr Bills intioduced by the Ministry: A Bill intituled an Act to regulate the business of washerwomen and manglers. Be it enacted by the General Assembly of New Zealand in Parliament a* sembled, and by the authority of the same as follows : 1. The short title of the Act is " The Wjuharsand Manglers Act, 1892,"' Itshall come into force on the first day of Janu.vry, one thousand eight hundred and ninety - three. 2. in this Act, if not inconsistent with the context — "Mangier" means any female who undertakes the violent compression of any " wash" between rollers at so much a dozen ; " Mangle" it included in " wash" ; " Wash" means and includes soiled linen of all Tarieties, articles of apparel, and the various household utilities that are capable of renovation, improvement, and restoration by the application of hot or cold water in conjunction with soap or other like ingredient, accompanied by a violent and continued rubbing between the hands, or in some ' equivalent piece of machinery ; 41 Washerwoman" means any female who undertakes the washing of a > " wash" at so much the piece. i 3. No female w hosoever shall exercise or t carry on the trade of washerwomen or ( mangier unless she shall be duly licensed in ( manner hereinnfterprovided. Every female ] offending against this provision shall for c every such offence bu liable to a. Penalty o not less than one shilling nor more than one hundred pounds. \ 4. Any femile desirous of obtaining a k washerwoman's or mangler's license under £ this Act shall lodge with the Minister for a Public Work?, at Wellington, a notice in t writing to that effect, and stating in such a notice h»r true name and place of business, 4 and shall also at the same time deliver with r •uch notice a certificate of good character , signed by at least four justices of the peace e and one policeman. c 5. On receipt of any such notice the Minister for Public Woiks shall forthwith inspect the premises of the said applicant, c and he may either refuse the said license or !j grant it, according as in his wisdom and J experience he sees fit, s 6. Washerwomen and manglers' licenses 1 shall be only of one sort, and the fee to be <) paid shall be five shillings per annum. ,i 7. livery female to whom any such license c rs aforesaid shall be issued shall cause to be r written, painted, or printed, in Urge Ro- e man letters of at least two feet in depth, upon the most compicuous end or side of her place of business, " Licensed washer- , woman " or •' Licensed mangier, "' as the caie may be. Any female committing a breach of this section shall be liable to a k penalty of at least fifty pounds. v 8. Any person desirous of sending a J 11 wash "or " mangle to any washerwomen f or mangier shall do the following things, to wft: T (a) First of all, mark or brand the l same with his or her registered m»rk or brand, such marks or brands to have been first duly registered with the nearest Begis- o trar of Stockbrands, who is en- t titled to demand a fee of five . shillings for each «uch registration, (b) Make out a full and complete list in n writing of all of the articles comprised in the same, setting out *' wheie such articles were purchased g or manufactured, and the full pre- w sent cash value of each article in ti detail. rl (c) The above-mentioned list shall be () made out in triplicate, and be f, signed by both the party sending „ the " wash " or " mangle," and the washerwoman or mangier, as the ease may be (d) One copy of such list shall be deposited with the Clerk of the rl nearest Resident Magistrates n Court, one copy shall be forwarded le to the Auditor-General, and one to c< the Minister for Public Works, di Any person desirous of perusing la any such list may do the same in tt business houri on payment ot a fee w of one shilling. t [ Any person offending against any of the provisions of this section shall be liable to a penalty of fiv« pounds for each offence. 9. In the event of a " wash 'or "mangle w being returned, and the articles sent back "■ not agreeing or tallying with the before- ac mentioned list, notice shall be at once given rt to the Auditor-General, who shall per- ik sonally inspect the said returned " wash " da or " mangle," comparing the samp with his deposited list, when he shall report to the j£ Minister for Public Works, who may com- y\ pcl the washerwoman or mungler to forthwith make good to the sender of such ! •• wa»h "or " mangle " the present wortli , of the missing articles as set forth in such list, or, in default, commit the said washer- ' woman or mangier to the nearest gaol for * a contempt of Ministerial authority. 10. In the event of any " wash " or <^ ••mangle" being returned, and the sender lil of the lame not being satisfied with the re- a£ novation, improvement, or restoration of it. he may forthwith lodge a complaint to that t a effect with the Minister of Labor, who „; shall, immediately on receipt of the same, aJ inspect tht paid " wash ' or " mangle," and may order the same, if he so pleases, to be * re-renovated, re-improved, or re-restored at £ J the sole expenie of the washerwoman or Dl mangier. The Ministers decision in all a ' cases to be final. " 11. If any sudden dispute should arisc at ir any time between any washerman or re mangier and any other person, the same b; ■hall be at once referred to the Minister of Labor, who ia hereby empowered to act as r( sole conciliator between the parties. 12. Such return to be laid on the table of tho House within the first tendajs of the opening of Paihament m each jear. 14. No male, other than a mangle-turner, shall, on any pietence whatever, oe allowed to work about any washerwoman's oi m&ngler's place of business. The penalty for the breach of this clausc ia linpnsomeiit for six nionth3. o j 15. No washerwoman or mangier shall woik for a longer period than seven ty-two *i hours in any one weck. £ 12.
