The following is the cu>ent's letter to S ; r JuHuq Vogel, referred to in this morning's telegrams : "San Francisco, July 31. 11 On AugUßt Ist the overland trains between San FrancißCo and New York will run each way in 5 days 50 minutes. On August 15th it ia expeoted that the time will be reduced to 4 days 12 bourn English mails for the colonies should arrive at S">n Francisco on Thursday, two dayß before the steamer leaves for Auol<Jand. Mean™ Sprecklea are willing for the steamers to leave! here on Thursdays. But with ample notice given in I-ondt.n and elsewhere, bo that passengers who have booked in advance may bt. notifie:! of the change, you should be able to receive the mail two days easier. Pie^so notify of any change that you m«y roske, and I can telegraph to the New York Post Offioe, besides makings public announcement through the associated Prees. Mails for England should always catch the Saturday's faßt Bt earner from New York. If the Oceanic and Union steams) b arrive here on Sunday morning this wili eoaure three or four daya earlier delivery in London."
The GovernmeHt have wired both to Sydney and San Francisco iv the direction of taking advantage of tho proposed ihortening of the mail service. Instruction! haveb-en sent to the latter place to despatch the steamers in Rccordnnce with the alterations indicated iv Mr Buckland'e letter, and steps are beinK taknn to inform intending passengers and others interested.
The New South Wales Government and the New Zealand Government have mutually agreed to accept the substitution of the Zealandia or Australia for the Mararoa lo carry the 'Frisco mails.
