1. By.Law No. XXIII., relating to water supply is hereby repealed. Tho following expressions nnd words, wherever used in this Bylaw, shall havo tho meanings heroby assigned to them respectively, that is to say : " Tho said Act " shall mean "lho Munioipal Corporations Aot, 1876 ;" the word " Waterworks " shall include all streams and waters, with all rights appertaining thoreto, and all water* races, dams, reservoirs, tanks, mains, pipes, machinery, gear, and applianoes of every kind, purchased, procured, acquired, or oonstrutted by or on behalf of the Borough of Oamaru; " Tho Inspector " shall mean the person for the time being authorised by the Council to aot aa Inspector of the Water* works ; " Consumer," shall include any person entitled to consumo or use wator supplied from the Waterworks ; " Newspaper," shall mean any daily newspaper circulating in the Borough of Oamaru j "The Borough Engineer, " shall moan the ongineer or aoting engineor for tho timo being, duly appointed undor the common seal of the Corporation as engineer or aoting cnginoor for the Borough of Oamaru. 2. No pipes shall be used for supplying water for tho purpose of manufacture, or for driving machinery of any kind unless capable of bearing the pressure of a column of 600 feet of water, 3 All hydraulio lifts, engines, and machinery supplied with water from the Waterworks shall be fitted with the best yollow metal brass valves, to the satisfaction of the Borough Inspeotor, 4 No servloo-pipe, or branch servioe-pipe, shall be conneoted with any stoam boiler for tho purpose of feeding or supplying the same with water, without first affixing a self-aot-ing oheok valve to the satisfaction of the Borough Inspector, for preventing the prossure of the steam reversing or affeoting the dial or othor parts of the moter. 5. No houso shall bo fitted with more than one domestic servioe-pipe, unless with the permission of the Counoil, in writing. 6. No extension of any house service-pipe to another house shall be lawful unless the trro houses are tho property of one person, who shall bo responsible for the ratei of both. 7. No pipe or othor apparatus shall be attached to or oonneotod with the Waterworks, nor shall any alteration bo mad<a in any existing pipe or apparatus so attached or conneoted unless notioo in writing in that behalf shall have been given to the Inspector, |and his oonsent in writing shall have been obtained. 8. No consumer shall employ any plumber or other workman to do Miy work oonneoted vith the Waterworks, or any pipe, oook, tap, or other apparatus oonneoted therewith, who shall not for the timo being be duly authorised in wiiting in that behalf under the hand of the Borough Engineer, and a charge of five (ss) shilling per annum shall bo made for the said authority, whioh shall be called tho Plumber's Certificate. 9. Tho Borough Knginoor shall koop a lint of all Plumhors to whom a certificate ■hall have boon granted, and it shall be lawful for tho Counoil at its discretion to, re* move from sujh list tho name of any plumber who, in tho opinion of the Borough Enginoer, shall have shown inoanaoity, or shall have boon guilty of nsgli^onoe or any other misoonduot in rospeot of any work in onnnootion with the wator supply, or shall refuse or negloot to supply the Borough Engineer or Inspeotor with any information required by him in regard to any work done or bsing done by suoh Plumber, and upon any suoh removal notloe thereof shall be given by advertising onoe in any newspaper published in the Borough, and such Plumber shall be disqualified and un. authorised for the purpose of those presents. 10. Water supplied for the use of railways, manufactories, machinery, public baths and wash houses, broweries and ohomioal works, shall be deemed an "extraordinary supply." 11. In respeot of tho ordinary supply, the following water rates shall be levied : ORDINARY BUPPLY. (a) Upon all lands and buildings to which water it supplied whose rateable value on the valuation rollDoes not exceed twelve pounds ten "hillings, ten shillings per annumt Exoeeds twelve pounds ton shillings but does uot exoeod two hundred pounds, six pounds, per centum on suoh value ; Exoeeds two hundred pounds, but does not exoeed three hundred pounds, five per oent. on auoh value ; Exoeeds three hundred pounds, four per oent. on suoh value ; (b) Upon lands and buildings to whioh water can be, but ii not supplied, situate within one hundred yards from auy part of the Waterworks, ono-half of the rates above mentionod, (o) Upon all buildings used aa stores or warehouses, or for any purpose othor than as dwelling-houses, two pounds ten shillings per oent. on the rateable value. (d) Any dwelling-house remaining actually unoccupied for not less than six months in any year, if the owner or oooupier gives notice in writing to the Counoil of the dates on whioh the same becomes vaoant and on whioh it is again occupied, shall be rated at only one-half the amount otherwise payable, 12 In respeot of the extraordinary supply the following rate* will b« UvUd i
