In the House of Commons to-dny, the Right Hon. W. E. Forster, Chief Secretary for Ireland, asked leave to introduce a Bill empowering the Viceroy of Ireland to issue warrants for the arrest and detention of all persons suspected of treason, and to take steps to restrict the possession of arms in any distriot.
