Three per cent. Consuls, 98J. Tlio homeward mails via San Francisco were delivered in London to-day. The Standard publishes a paragraph staling that the preflont Ministry only delays its resignation in consequence of Hor Majesty boing on the Continent, but further states th-it the resignation will be tendered immediately the Queen roturns.
