REQUISITION. TO WILLIAM JUKES STEWARD, ESQ. Q<IR, —We, the undersigned, Electors in the Waitaki District, recognising the ability and energy displayed by you in all matters social and political in which you have taken part since coming among us, and being satisfied that you can, with profit to us and credit to yourself, represent us in tho General Assembly, request that you will allow yourself to bo put in nomination at the forthcoming election. Should you accede to our request, we pledge ourselves to use our best endeavor* to secure your return : — Samuel Gibbs. Henry Aitken. William Luke. Francis J. Chase. James Thomas. A. J. S. Headland. [REPLY.] To Messrs Gibbs, Aitken, Luke, Chase, Thomas, Headland, Moss, Hossack, Grenfell, Morton, Hook, and the other gentlemen signing the requisition : — p< ENTLEMEN,— I thank you very much for the confidence you have shown in me by asking me to represent you in the Assembly. In reply I can only say that my services are at your disposal. I can promise to work earnestly and heartily for the welfare of the constituency and the Colony at large. I am in favor of safe, steady, progress, the unlocking of the lands and the encouragement of agricultural settlement. I maintain the policy of anticipating to some extent the resources of posterity in order to open up communication throughout the Colony, and to the construction of the public works so urgently needed. I shall support the introduction of immigrants provided that means are taken to find employment for those arriving at our shores, as well as those now here willing to work but unable to find employment. I do not believe in the Financial Scheme, as at present framed, as under it the interests of the Middle Island will be sacrificed, but I should support such a scheme as would ensure the progress of the Colony, provided always that those provinces contributing most to the revenue, and bearing the larger share of the burden should receive a corresponding share of the benefit. I shall be in favor of such a measure of protection as will foster Native industries and so help forward the progress of the Colony. I shall vote for the repeal of the Hundreds Regulation Act because, among other reasons, it has already proved a barrier to settlement by delaying the opening of the land for sale. But I do not set myself against any particular classI hold that the squatters are the pioneers of the country but they, as pioneers, must give way before advancing colonisation. Still justice must be done They have rights, but those rights must be extinguished on a fair and equitable basis, and the land opened up to whoever will buy. I advocate homestead settlement on the American principle, and deferred payments. I believe in a vigorous and thorough Native policy, and am utterly opposed to " blankets and sugar." As I shall have an opportunity of expressing my views more fully previous to the nomination I need not in this instance further enlarge thereon, but woxild only say that I pledge myself to no party my motto being " Principles, not Party ; Measures, not men."
