We now publish additional intelligence brought to hand by the English May Mail :—
London, 26tk May. The Ministerial Reform Bill, as explained by the Minister, was the Franchise Bill. The Opposition demanded that the Government should produce their whole scheme of reform. Mr Gladstone was forced to produce the redistribution of seats measure, and finally fused it into the other measure. The re-dis-tribution scheme proposes no disfranchisement at all, but to take away one member from each of the small boroughs now electing two, and grouping the other small boroughs in pairs of threes. Government thus obtained 49 scats to dispose of, which were allotted as follows : — English counties, 26 ; four largo provincial towns, 4 ; University of London, 1 : the Tower Hamlets (new district), 2 ; Chelsea and Kensington, 2. Seven seats were given to third-rate towns, and the remaining 7 to Scotland. Reports dated the 26th of May, in the daily journals, state that Prussia, Austria, and Italy have armed against each other, but none of them wish to strike the first blow. England, France, and Russia attempted a pacification by Congress, but Italy, through her treaty with Prussia, wishes to seize Vienna. Italy wants Venice, Prussia wants Saxony, Russia wants Roumama, and a great crisis is expected. The United States Government have announced that the Rinderpest has broken out alont; the Panama Railroad. Hundreds of cattle are dying daily. Lord Clarendon and Lord Stratford de Redcliffo have stated that Her Majesty's Government sought to maintain peace. The answers were not encouraging. There is every prospect of Europe being involved in the most expensive and bloody war «ver known in history. Captain Rochford Macguire, R.N., of the Challenger, screw corvette, 22 guns, succeeds Sir Win. Wiseman as commodore of the Australian station. " The Times" of 18th and 21st May, speaks of the late crisis in Victoria thus : — " The more closely we examine the history of the late controversy, it shows the impolitic conduct of Sir Charles Darling up to the 25th of August. The failure of the Merchants' Bank in New York is reported. Mr Peabody refuses to receive ovations in New York. The Telegraphic communication between Cuba and the United States has commenced. The fight for the championship, between Mace and Goss, came off on the 24th May. The conduct of both combatants created much disgust. Obituary. — Lord Glenelg, the Rev Canon Wray, Lord and Lady Rivers, Sir John Chas. Thorold, Sir Phillip Derring, Sir Jas. Win. Drummond, Mrs Keely, the Rev Francis Mahony, alias Father Prout.
