TO THE CITIZENS OF OAMARU.

r^i ENTLEMEN,— Having been honoured with promises of support from a considerable number of you, in the event of my coming forward as a candidate for the Mayoralty of this town, I think it only right and courteous to state that, if elected, it will give me pleasure, as it will be my duty, in combination with tho Council, to employ my best energies for the promotion of the trade, commerce, health, and general prosperity of the Incorporated Town. In reference to rates of assessment, however, or other matters which are expressly left to the con - sideration of the Councillors, I decline at present to give any opinion, other than that tho rate should be a fair one j but as the Councillors are both judges and jury, in regard to these matters, I would consider it almost presumptuous on my part, as a candidate, to make promises or proclaim views, as if I were entitled to dictate to the constituency or Council. My public conduct, and advocacy of the of tho Town and District, during several years, is already before you. My ability as well as desire to conduct your affairs efficiently, I leave to yourselves to judge of; and I have no wish or intention to interrupt the business of the voters, by constantly obtruding on their attention tho subject of the election, thinking that the choice should bo left, in a great measure, to their own good sense and discrimination. I have no wish to see a SALARY voted to the Mayor, unless the Council so wills it j but it is at least desirable that none of tho officials should be subjected to expenditure of money, as well as time.
