The latest intelligence to Land is contained in a Nelson telegram, of tho 5th instant, which gives an epitome of tho Governor's address : — ■ Tho Governor's address was delivered on July 3. That to tho Legislative Council referred to the increase, of representatives as giving woight to the Legislature, also to tho cessation of hostilities in the North Island as leading to truuquility : it was the wish of the present Government to take advantage of tho inclination of the natives to live peaceably, nnd the belief was expressed that the natives were eventually assured of tho advantages of habits of order. Tho address also refers to the necessity of still providing means for repiessiug outiages in the absence of tho tioops, which are leaving as fast as transports can be procured. The add less also touched upon the pride of the public in tho Panama service, the telegraph throughout New Zealand and through Cook's Stiait, and tho increase in the gold produce. To tho House of Representatives the address stated that «rigid economy was practised, and that it would regulate the Estimates of the ensuing year. That the receut disposal of tho Loan showed the confidence existing in the securities. It also leferred to the piopriety of consolidating tho existing liabilit-.es of New Zealand, to a revision of the Tariff, and to tho Civil Service Commission.
