The " Alta" of the 18th of Kay publibhed the following outline of an Encyclical issued by the Emperor of Russia, «» head of the Greek Church, received by telegraph from Mew York : — " The Czar of Ru«i:* ha* published »n Encyclical Letter, and has distributed it among EuirUn priest#, * ith order* to inculcate itt principle* on the minds of the people. C»tholice »nd Protestant* We , in bit estimation, heretics and infidels. He inculcate* «n intense hatred «g»iiMt other nation*. He *ny* the Catholic* do notbelieTe in Christ, but in the Pope. He denounces their Mints ♦» liar« «nd impostor*. Englund, France, And Austria «re the •ubject* of bitter invective. The Encyclical inculcate* the most Tenement fanaticism, and concludes *rith a prayer that the Czar may have his health and power to overcome hi* enemies and those of the £iith of Holy Eussia."
