Sir James Parr, M.L.C., to the Legislative Council : “I am firmly of the opinion that we need mutual preferences in trade to build up and develop the Empire, the surface of which is as yet unscratched. If it should be that English Statesmen will see their way to extend to this country and other Dominions such tariff preferences as will give us, her best customer, a sheltered market in England for our produce, then I can hardly set a limit to the prosperity which should come to New Zealand.”
