MANGONUI COUNTY COUNCIL.

The ordinary meeting of the above Council was held in the Council Chambers Kaitaia, on October 23rd. Present: Crs. A. H. Long (Chairman) F. Banks, C. J. E. Barriball, J. N. Berghau, ; E. A. Evans, D. Kitchen and W. Vickers. LOAN TO LOCAL BODIES. A circular was received from the Chrstchurch City Council protesting against the proposal of the Prime Minister relative to the constitution of a Board to which all applications fer loans by local bodies will be referred to determine whether the proposals for which the power to raise money is being asked are in the best interests of the requisitioning locality or of the country. DEFINING COUNTY BOUNDARIES From the Engineer-in-chief Main Highways Board requesting that sign-posts he erected on Main Highways County boundaries, the Board agreeing to contribute half the cost. Resolved that the Engineer be requested to give effect to the above matter. POLLUTION OF STREAM Mr. C. H. Masters wrote complaining that objectionable matter is being deposited in the Wainui Stream. Resolved that the Health Inspector he instructed to inspect the locality and take action to prevent the pollution of the 'A ainut Stream. HON. J. G. COATES Resolved that this Council wishes to convey to the Hon. J. G. Coates Prime Minister its expiession of thanks appreciation and recognition of his fair and equitable administration from the Far South to the Far North of the Dominion. DEPUTATIONS Messrs. LeCoustre and Lunjevtch, Herekino, waited on !he Council in reference to the state of the road from Wainui Junction to Herekino and between Herekino and- the Awaroa Bridge, and asked that the same be put in reasonable slate of repair early in the Spring and nut left until late in the year. Resolved the Government be approached through the member for the district to make a special grant in lieu of timber royalty for the Awaroa Herekino road damaged by the haulage of timber. SPAIN’S ROAD Messrs. Hoiland and Covtch, from Sweetwater, waited on the Council urging the expenditure of the sum of £SOO appearing on the Public Works Estimates for Spain’s road be carried out at an early date and that the amount be spent on putting a coating of sand on the peat portion of the road. A petition signed by 99 gum diggers was also presented in support of tne above matter. Resolved that the Public Works Department be asked to immediately take steps to carry out the works on Spain’s road for which a Government grant appeals on the estimates. Mr. Peter Lunjcvich waited on the Council requesting that he be given a road access to property recently acquired by him from the Natives. Resolved that on Mr. Lunjevich giving the Council a written undertaking that he will bear all costs in connection with the taking of land for a road access to his property and costs of legalisation that the Council will take the necessrry steps to acquire the land fer road purposes under the Public Works Act.

MAIN HIGHWAYS EXPENDITURE Resolved that all expenditure on main highways under the Council’s control which lias not been included in the estimates and approved of by the Main Highways Council, be a charge on Riding funds unless authorised or ratified by the Council. POUND KEEPER Only one application was recieved for the position of Pound keeper and ranger, that of J. Rice and Son. Resolved that Mr. James Rice be appointed Pound-keeper and ranger, he to receive all fees and to remove Pound from the present site to a site to be approved of by Cr. Banks and the Kaitaia Town Board, at his own cost. AWANUI WHARF Resolved that the Council take an option for three months over Subritzky’s alternative offer for the landing sites, wharf and building at Awanui Port. This option to enable an investigation and valuation being made before submitting to ratepayers for approval of purchase. Resolved that the engineer be requested to prepare a comprehensive report considering all values present and covering the next to years of the property at A wanui owned by J. A. Subritzkv’s estate and offered this day for purchase. Such report to be considered at the December meeting of Council. GRADERS It was resolved to purchase two graders for the Mangonui-Oruru and Ahiparo Herekino Ridings, also an offside hitch draw bar for grader work. Authority was given the engineer to provide a Benzine Storage Shed and E C STUART’S CONTRACT Resolved that the question of Stuart’s contract be left in the hands of the county solicitor to deal with. PANTHER'S ROAD CONNECTION Resolved that the sum of £5 be voted for H. Panther’s road connection to main highway. Cr. Evans was authorised to purchase a wheelbarrow, pick, and shovel for use of ratepayers at Waihopo. SLAUGHTER-HOUSE LICENSE Resolved that the application ot A. Smith for a slaughter-house license at Herekino be granted.
