MANGONUI COUNTY COUNCIL

The ordinary meeting of the above Council was held in the County Office, Kaitaia, at 2 p.tn. on Friday, November I6th, 1923. Present: Crs. A H. Long (Chairman), 'F. Banks, J. N. Berghan, C. J. E. Barriball, E. Evans, D. Kitchen, R. T. Wrathall and W. Vickers. Minutes. The minutes of ordinary meeting of O 'tober I2th, and of special meetings of October 23rd and 30th, were confirmed. Deputation. • A deputation from Fairburns ratepayers, consisting of Messrs. Fisher, Coulter and others, waited ou the Council in reference to expenditure of revenue, letting of contracts, and engineering matters. They requested that money be spent where collected from, after deduction of administration charges; also, quality of metal, raising of road in low places, bo tender to be let until Councillors and Engineers confer with ratepayers re metal. Matter to receive consideration when new Engineer is appointed. Larmer’s Quarry. From the Commissioner Crown Lands, stating that an agreement was being prepared for the taking of part of section 29, Block X, Takahue S.D., under section 27 of the Public Works Act, for a quarry reserve. Banks—Evans: Resolved, That Mr. Neilson-Vold be paid the sum of £25 for surface rights of land acquired for quarry reserve, part section 29, Block X, Takahue S.D. Road in Block V, Opoe S.D. From the Under-Secretary Public Works Department, forwarding: (I) Copy of Order-in-Council declaring the abovementioned road to be a Government road. (2) Proclamation stopping the abovementioned road. (3) Proclamation declaring the land contained in the stopped road to be Crown land.—Received. Appointment of Sanitary Inspector. Chairman—Wrathall: Resolved, That Mr. A. Barrett be appointed Sanitary Inspector for Mangonui County. Motor Drivers. The Traffic Inspector, Auckland City Council, wrote relative to a reciprocal arrangement in connection with the cancellation of certificates of competency to diive motor cars issued by the Auckland City Council. Chairman—Evans: Resolved, That a By-law be framed for the issue of certificates of competency for motor drivers. Bond for Gilberd’s Contract. W. H. Atkins wrote wishing to have bond he signed for S. Gilberd cancelled. Kitchen Barribafl: Resolved, That Mr. Atkins be informed that the Council will relieve him of his responsibility as one of Mr. Gilberd's bondsmen on condition that he finds another person, to be approved of by the Council, to take his place. Removal of Sand from Foreshore. Wrathall Vickers : Resolved, That Mrs. Kunst be informed that the removal of sand from the Reserve in front of her pioperty, section I, Block 11, Rangaunu S.D., is a question for the Commissioner of Crown Lands to deal with ; this Council lias never given any authority for the removal of sand from any of the foreshores. Ditch Along Roadside. Chairman Berghan : Resolved, That the question of allowing a drain to be made alongside of road in trout of Messrs Alcock and May's properties, at Pukenui, be led in ihe hands ot Cr. Evans to deal with.

Bullock Teams. Berghan—Vickers: Resolved, That Mr. Lloyd Noble be informed that this Council has no knowledge of bullock teams being allowed on the Herekino-Awaroa Road during the months of May to September 30th, and that he be informed that, if he will supply the necessary information, that the Council will take proceedings against the offenders. Haulage of Timber. Berghan—Vickers : Resolved, That on Messrs Gilhllanand Gentles paying to the Council a royalty of 3d. per 100 ft. on the approximate quantity of timber to be hauled over the Herekino-Awaroa Road, and be responsible for any damage that may be done to culverts, this Council will give them permission to waggon timber over the road in question. Hi Hi Road. Vickers—Evans: Resolved, That Cr. Wrathall be»authorised to spend the sum of £5 in effecting repairs on the worst portions of the Hi Hi Road leading to Mr. Garton’s property. The Council to make application for a Governmeht grant for this road next session. north Auckland Progress League. Wrathall—Berghan: Resolved, That this Council support the North Auckland Progress League in advertising the North

at the Empire Exhibition, and appoint the Chairman as its delegate and convener to call a public meeting. Advertising. The acting-secretary of the Northland Newspaper Co. wrote stating that the rate for advertising Council matters in the Northlander will be on the same pretercntial scale as for last year.—Received. Tenders. The following tenders were received and dealt with : Johnston’s Corner-Dunn’s Hill—A. C. Douglas £437/10/10, H. Kenning £342/15/-. Banks—Kitchen: Resolved, That Mr. Kenning’s tender be accepted. Rolling to be cut out. Panl'apuria-Victoria Valley formation — Wi Peter £245, H. King £149, H. Kenning £126/10/ * Kitchen Berghan: Resolved, That Mr. Kenning’s tender be accepted. Tenders for the supply of white stone and FairburtTs Road contracts were declined. Kaitaia-Awanui Road Chairman—Banks: Resolved, That the contractors be asked to supply an additional 180 yards of white stone for the Kaitaia-Awanni Road at the same rate as present contract. Accounts. Resolved, That the accounts as tabled be passed for payment, with the exception of reduction on the following :--G. Taylor, metalling Mangonui Beach Road; J. L Wrathall, watertabling Pena-Mangonui' Road ; and 20/- off G. Taylor’s job, Paramii Road. Kaitaia Town District. The Clerk, Kaitaia Town Board, notified the Council that it has been decided to apply for a Commission to define the position as between the County Council and the Town Board.—Received. General Authorisations. Cr. Berghan to spend up to £ls in having worst portions of the Herekiuo Road repaired. Cr. Vickers was authorised to have TSO cards of metal put on the HerekinoAwaroa Road in repairing worst portions, and cleaning out watertables; also to grade some of the clay roads. Tenders to be invited for works on Lunjevich’s Road and part of the Whan-gape-Owhata Road, returnable at next meeting, December 7th. Cr. Banks to arrange for the delivery of 300 yards of metal on Church Road at 6/per yard. 150 yards of metal to be put on Road. £SO to be spent on repairs to/Main Road from Dunn’s Hill to Double Crossing. . Public Pound. Banks —Berghan: Resolved, That the Council establish a Public Pound at Pukepoto. County Engineer. Kitchen Barriball: Resolved, That the Clerk be authorised to interview Mr. J. L. Wilson, County Engineer of Whangaroa, with a view of securing his services as Engineer to this County at a salary of £BOO per annum, the Council to pay all travelling expenses. Engagement to be far a term of five years. Agreement may be terminated on either side forfeiting the sum of £2OO. Thanks. A vote of thanks to the Chair concluded lire business.
