MANGONUI COUNTY COUNCIL.

The annual meeting of the above Council was held in the Council Office, Kaitaia, at (2 noon, on Wednesday, May 24th, 1922. Present: Crs. A. H. Long, E. Evans, T. S. Houston, D. Kitchen, E. C. Matthews, J. Pearson and R. T. Wrathall. Chairman. The Countv Clerk presided and invited nominations for the position of Chairman. Cr. Wrathall proposed and Cr. Evans seconded, That Cr. A. H. Long be Chairman. No other nominations being received Cr. Long was declared duly elected to the position. On taking the Chair Cr. Long thanked the Councillors for the honour again conferred upon him, and expressed his appreciation of the services rendered by the office staff. He also extended a hearty welcome to the new County Engineer, Mr. Bray. Ordinary Meeting. The Ordinary Meeting took place at 2.30 p.m., all the Councillors being present. Minutes. Kitchen Wrathall: Resolved, That the Minutes of the last meeting of the Council as circulated be confirmed. Proposed Town District. ' From the Department of Internal Affairs notifying that the proposal to form a Town District for Kaitaia was published in the “New Zealand Gazette” of the 29th April.—Received. Houhora Mail Service. The Chief Postmaster, Auckland, wrote stating that his Department could not agree to the establishing of a fortnightly mail service between Awanui and Houhora - Pearson—Kitchen : Resolved, That the Department be again written to urging the re-consideration of the matter. System of Electing Electric Power Boards. Matthews—Pearson: Resolved, To support the following Resolution of the Timaru Borough Council: “That the Government be asked to abolish the present undemocratic system of constituting Electric Power Boards on the petition of one-fourth of the ratepayers, and that the Government be asked to provide that all

proposals to form Electric Power Boards - shall be decided by a poll of the ratepayers in each proposed constituent district, as a poll affords a better opportunity of discussing the pros and cons of the proposal, and as a result ascertaining the wishes of the ratepayers.” Local Bodies Antecedent Liability. Wrathall—Matthews :' Resolved, That this Council support the resolution of the Pahiatua County Council urging Government to apportion part of any Loan raised, for payment of Local Bodies Antecedent Liabilities. The Department of Internal Affairs in acknowledging receipt of the Council’s letter urging that the Government should float a loan to liquidate the Antecedent Liability of Local Bodies, stated that it has been decided that it is not possible to carry out the suggestion.—Received. Special Meeting. Matthews —Chairman : Resolved, That a Special Meeting of the Council be held on Friday, June 16th, 1922, at 2 p.m., for the purpose of meeting Mr. Reed, M.P., re Public Works Estimates, and also to discuss the question of the Council’s “Antecedent Liability.” Bell Bros., Dedication of Streets. Kitchen Pearson : Resolved, That Messrs. Bell Bros, be requested to commence the formation of certain streets in Kaitaia, also Messrs. Bell and others, for the formation of streets in Awanui, as, required of them under bond to the Council, not laler than November Ist, 1922. Fencing Railway Reserve. Chairman Houston: Resolved, That the Council offer no objection to Mrs. Wiggins fencing off Railway Reserve in front of her property in Kaitaia. Brookes’ Metal Contract. Matthews —Kitchen : Resolved, That Mr. Brookes’ contract for the supply of metal be terminated, and that the Treasurer be authorised to pay the balance of amount due him when the account is certified to by the Engineer. Kaitaia Cemetery. The Commissioner of Crown Lands in replying to the Council’s enquiry stated that the Kaitaia Cemetery Reservation was not yet completed but that the same was being expedited.—Received, Riding Boundaries. Mr. F. Bloomfield, President of the Takahue Branch of the R.S.A., wrote suggesting that when the Riding boundaries were being altered that the Diggers Valley block should be included in one Kiding instead of two as at present, preferably in Victoria Valley Riding. Wrathall —Kitchen: Resolved, That the Clerk obtain and supply each Councillsr with a lithograph of the County showing present Riding boundaries, with a view of having the same altered.

Pukepoto Main Road. Kitchen Chairman, ' Resolved, That Cr. Houston be authorised to enquire into

the question of road deviation through Mr. W. A. N. Campbellls property at Pukepoto and to report to the next ordinary meeting of the Council, also that the County Solicitor be approached regarding the legal position of the same. Houston Chairman: Resolved, That the Engineer be instructed to invite tenders for the reforming and metalling of the second section of the KaitaiaWainui Junction Road under the £54,000 Loan. Tenders for supply of metal to be returnable at next meeting and for formation works at the July meeting. Johnston’s Corner. Matthews Pearson : Resolved, That the Engineer be instructed to prepare plan and estimate cost of raising road at Johnston’s Corner. Tenders to be returnableat July meeting. Also for alterations to Kawakawa Hill. Herekino-Awaroa Road. Houston Matthews: Resolved, That the recommendation of the Engineer to have crown of road Herekino-Awaroa (Baker’s Contract) ploughed to a depth of about 9 inches at an estimated cost of 9/per chain be adopted. Victoria Valley Road. Kitchen Chairman: Resolved, That the Engineer be instructed to prepare specifications and invite tenders, returnable at July meeting, for formation and metalling of the Victoria Valley Road from Trigg’s Store to Slater’s Mill, also for similar works on the Victoria Valley, Fairburn Junction toDuncan’s Road under the £54,000 Loan. Wainui Junction-Herekino. Houston—Kitchen : Resolved, 1 hat the recommendations of the Engineer for improvemeutson the Wainui Junction-Here-kino Road be carried out under the £54,000 Loan. Houston Kitchen: It was resolved that the Engineer be instructed to lay off another section of the Wainui TunctionHerekino Road. Concrete Pipes. Kitchen Wrathall: Resolved, That the Engineer be instructed to report on

the advisability of making concrete pipes in locality where required if suitable material is available. Machinery and Tools. Matthews—Chairman: Resolved, That the Engineer be instructed to have an inventory made of all tools and machinery belonging to the Council and if possible to have the same housed. Hospital Levy. Formal notice was received from the Mangonui Hospital Board that the amount of levy required for the current year was for Maintenance purposes £1829 910 | Capital purposes ... £412 14 10 Total £2242 4 8 —Received. Accounts. Matthews—W rathall: Resolved, That accounts amounting to £244 3s lOd. on the County Fund Account, and £lO5 ss, Id. on the £54,000 Loan Account be passed for payment. Drainage Mangonui Hotel. The Medical Officer of Health, Whangare, wrote regarding the drainage at the Mangonui Hotel. Chairman—Houston: Resolved, That a copy of above report be forwarded to the owner and occupier of the Mangonui Hotel. Sand Dunes. Evans—Houston: Resolved, That the Commissioner of Crown Lands, North Auckland District be asked to supply and plant fifty sacks of marram grass on road to West Coast and fifty sacks to form a plantation at W or twin lake, Ahipara, also a quantity of lupin seed. Waiharara Roads. Evans—Matthews: Resolved, That the Commissioner of Crown Lands be asked to give instructions to define the roads in the Waiharara district in the vicinity of Steecl’s. Tenders Printing and Advertising. W rathall—Kitchen : Resolved, That the tender of “On Guard,” being the lowest for County printing be accepted. Advertising—The “Northland Age” and “Northlander” tenders were equal.

W rathall Evans: That the Council advertise in both papers.

Amendment: Kitchen—Pearson: That the tender of the “Northland Age” be accepted. The amendment on being put to the meeting was carried and the motion lost.

Acquiring Quarry. Kitchen—Houston: Resolved, That the County solicitors be instructed to take the necessary steps to acquire a portion of

Mount Camel, Houhora district, for quarry purposes under "The Public Works Act,” and that the Engineer be instructed to peg off a suitable area and have a survey made of same.

Heavy Traffic By-Laws. Pearson Wrathall: Resolved, That legal proceedings be at once taken against all persons who have failed to execute their Bond as required under the Council’s Heavy Traffic By-laws. Riding Books. Houston Matthews: Resolved, That the Clerk be instructed to make out and bring up-to-date all Riding accounts and in future the same be laid on table at each meeting. Balance Sheet. The Treasurer presented the Annual Balance Sheet ot the County Fund Account to 31st March, 1922. Wrathall Houston: Resolved, That consideration of the Balance Sheet be deferred until next Ordinary Meeting. Notices of Motion. The following Motions will be moved at the next Ordinary Meeting of the Council. Heavy Traffic By-Laws. Cr. Kitchen will move: That the Council’s By-laws be revised and amended. Antecedent Liability. Cr. Pearson will move: That the resolution passed by the Council to raise a special loan for the purpose of paying off the Council’s “Antecedent Liability” in ten annual instalments be rescinded and that a special rate be struck sufficient to pay off the Council’s “Antecedent Liability” in seven years. Main Roads. Cr. Houston will move: That the resolution declaring certain 'roads in the Mangonui County Main Roads be rescinded. Thanks. A vote of thanks to the Chair concluded the business.
