A correspondent of the London “Times” declares that in the Channel fleet manoeuvres Admiral Bereford signalled an evolution which would have been followed by a collision. Rear-Admiral Sir Percy Scott signalled his doubts as to the accuracy of the signal, and refrained from obeying it. The Licensing Polls Absolute Majority Bill has been circulated. The bill provides that every issue submitted to any poll of the electors of a licensing district representing the granting of a license for the sale of alcoholic liquors shall be determined by the absolute majority of those voters who record valid votes at the poll.
