KAISER A STRENUOUS RULER.

The German Emperor is certairily a strenuous ruler. Since the beginning of his reign William 11. has signed over 30,000 documents. Within the past year his majesty has listened to fifty reports read by the Minister of War, and 150 by Prince von Bulow. He has attended 200 lectures, has personally read 1,367 reports and 350 telegrams concerning the foreign policy ,of his empire and in 900 cases settled the question at once without assistance from his Ministers. In the same length of time he has signed over 1,500 appointments to and removals from office. Besides all this the energetic monarch has managed to produce plays, edit music, keep an eye on the fine art of his country, and get in a goodly amount of travelling about as well.
