returns, we would like to hear any reaeon why the will of the House should be ignored and money deliberately set aside for special purposes withheld. It can't be because this constituency returns an Opposition candidate.

Grand totals.. £17,466 £10,669 Note.—The first column of figures represents the amounts voted by Parliament and the Becond oolumn tho amounts alleged by tho Government to have been spent. N.S. signifies “ Not Spent.” The foregoing figures as issued in a Government blue book go to prove that thousands of pounds are annually placed on the estimates not a tithe of which in many instances is actually spent. One glaring instance will be remembered by our readers as having previously been noticed in these columns—where upwards of £SOOO were placed on the estimates for this county. About half that amount was claimed to have been spent by the Government, while the sum actually spent was £999, or roughly, one-fifth of the amount placed on the estimates. The same proportion applied to the figures given above would read thusly : placed on the estimates, £17,466; claimed to have been spent, £10,669; actually and positively spent, £3,493. Electors, keep these figures continually in your memory until November next, and then give their conge those who support a Government who attempt to blind by a mass of misleading figures.
