The Provisional Government continues to adopt liberal measures. The nation is reported as getting restless, as no suitable candidate for the throne has offered. The Times correspondent sajs the Democratic party are everywhere gaining the upper hand. This statement is somi-oflicially contradicted. About three and a-half millions of Treasury Bonds have been taken up in Madrid; the remainder are held over to await the approval of the Cortes before they are offered in the foreign markets. General Prim has forbidden his soldiers to take part in political meetings. A d^ree authorising the erection of a Protestant church in Madrid has been issued. Queen Isabella is still at Paris.
