During the election campaign Mr Churchill described “the rebuilding of our shattered dwellings” as “the most urgent of our domestic tasks.” He coupled with it “the great increase in normal building needed on account of the 68 months of war paralysis,” and added: “This confronts lis with the need of exceptional effort. Had it not been for the war, we should by now in all probability have rid the land of what are called slums. I shall not hesitate to use wartime expedients to repair wartime injuries and the inevitable wartime lag. . . . -Every method, public or private, for houses, permanent or temporary, will be employed, and all obstructions, from whatever quarter they come, be they price rings, monopoly, or any other form of obstacle, will be dealt with by the whole power of Parliament and the nation.”
