BIOGRAPHICAL NOTES CANDIDATES FOR CITY SEATS The following are some personal notes on the candidates for office on the Nelson City Council, and the city seats an tile Nelson Harbour Board, Nelson Hospital Board and Nelson Catchment Board. MRS C. BLAIR Mrs Clare Blair, wife of the Rev. C. Blair, minister of St. John’s Methodist Church, was Miss C. Temple Brown before her rnarriage. She was trained in the Nelson Public Hospital, when Dr. Mackay was Medical Superintendent, and was afterwards on the staff of the Westport Hospital, the Cashmere Sanatorium and the Christchurch Public Hospital. Mrs Blair has been a keen social worker in many parts of the Dominion, and was for a number of years president of the Ladies’ Guild of the British Sailors' Society in Lyttelton. She has held office in a number of women’s organisations in the Methodist Church, and was in charge of the Red Cross section of the Townswomen’s Guild in Timaru. Mrs Blair visited England. Scotland and the Continent before the war. She is a member of the council of the Nelson branch of the N.Z. Registered Nurses’ Association. MR A. H. BOYCE Mr A. H. Boyce has been a resident of Nelson for the past 27 years. He was for some time manager of the drapery department of Buxtons Ltd., later going into business on his own account as a furnisher. Mr Boyce retired about five years ago, and since the war has devoted much of his time to the organisation and control of the local depot for the reclamation of waste materials. He was appointed to a seat on the City Council in October of last year to fill the vacancy caused by the resignation of Councillor S. McArthur. He has been a member of the Works, Gas and Electricity, and Bylaws and Traffic committees. MR P. S. BOYES Mr P. S. Boyes is General Manager of Transport (Nelson) Ltd., and chairman of the Nelson Land Sales Committee. He was born in Nelson and educated at Nelson College. Mr Boyes, who is a qualified accountant, was appointed Assistant Town Clerk at Nelson in 1920. In 1922 he became Town Clerk at Blenheim, remaining in this position until 1926 when he resigned to go into business on his own account. Mr Boyes has had previous experience on local bodies, being a member of the
Blenheim Borough Council for six years (1926-31). He was also the first secretary of the Waimea Electric Power Board. Mr Boyes served in the Great War from 1914 to 1917 and enlisted i again on the outbreak of the present war, being appointed to command the 9th Reserve M.T. Company with the | rank of Captain. MR J. H BRUNT Mr J. H. Brmt is the Nelson branch manager of the New Zealand Fruitgrowers’ Federation Ltd. and in this capacity he formerly controlled the export shipment of fruit from the district. He has been a resident of Nelson since 1915. Mr Brunt is deputy-chairman of the Nelson Primary Production Council, vice-president of the Nelson Provincial Progress League, Deputy Chief Warden in the city’s E.P.S., and a director of the Nelson Rotary Club. He was appointed a J.P. in 1929. Mr Brunt served for three years in the last war. He has been a member of the Nelson Harbour Board for the past 13 years as Government nominee. MR H. COLTMAN Mr H. Coltman has been Sanitary and Health Inspector for the Nelson district for more than 30 years. He is qualified by examination in sanitary science and building construction, and was for 24 years an instructor for evening classes at the Nelson Technical School. He was a member of the Nelson Hospital Board from 1924 to 1926 and a member of the Nelson City Council for four years from 1924. Mr Coltman was for a time Chief of the Nelson Provincial Scottish Society. MAJOR R. DAGGER Major R. Dagger has been a member of the Nelson Hospital Board for the past fourteen years, and has been chairman of the board for twelve years. Major Dagger has been a member of the executive of the Nelson Crippled Children Society since its inception and is a member of the Nelson Plunket Society Advisory Board. When the Emergency Precautions Scheme was introduced he was appointed Controller of the Medical and Health Section. He is also chairman of the Trustees for the Marsden Recreation ground and Hall at Stoke. MR G. A. DAY Mr G. A. Day has been a resident of Nelson for the past 42 years, being in business in the city as a baker and pastrycook lor 30 years. He was three times president of the New Zealand Master Bakers’ Association, of which he is a life member. Mr Day is also a life member of the Nelson Regimental Band. He is a past vice-presi-dent of the Nelson Trotting Club and was at one time club captain of the Nelson Power Boat Club. MR C. H. GOODMAN Mr C. H. Goodman is an officer of the National Service Department, being responsible for the placement of all seasonal workers in the Nelson Province. He was previously Placement Officer, Rehabilitation Officer and secretary of the local Rehabilitation Committee. Mr Goodman was educated at the Auckland Grammar School and Christchui-ch District High School and later had 25 years’ experience as a warehouseman and manufacturers’ representative. He represented Canterbury at athletics and Rugby League and was chairman of the Canterbury Rugby League and vicechairman of the New Zealand Rugby League Council. MR A. de T. GOULD Mr A. de T. Gould has been in business in Nelson as an auctioneer, valuer and land agent since 1909. He recently completed 25 years as a member of the Nelson Harbour Board, being first elected in 1919. He is the present chairman of the board, having held that position since 1931, and in conjunction with that appointment is also chairman of the Nelson Airport Authority. Mr Gould is president 0 f the Tahuna Sands Association and is a past president of both the Nelson Chamber of Commerce and the Nelson Progress League. He was made a J.P. in 1921, being president of the Nelson Justices’ Association. Mr Gould is a vice-president of the Nelson Y.M.C.A., of which he was a foundation member, and is a past president of the Nelson Bowling Club and Nelson Sailing Club. MR W. GOULD Mr W. Gould has been in business in Nelson for the past 17 years, both as a company manager and on his own account. Altogether he has had 25 years’ experience as a company manager. In the last war he served from 1914 to 1918. Mr Gould has been interested in a number of local public bodies and has held executive positions on the Chamber of Commerce, Nelson Territorial Association and Automobile Association (Nelson). When resident in that district he was for a term a member of the Tahunanui Town Board. He has been connected with a number of organisations interested in patriotic work and is on the executive committee of the Gratitude Building Fund. MR W. B. GRIFFIN Mr W. B. Griffin, F.P.A.N.Z., is a public accountant, being a member of the firm of Griffin and Hodgson, He is the Marlborough-Nelson-Westland representative on the council of the New Zealand Society of Accountants, and last year was president of the society. He has been president of the Nelson District Cricket Association for a number of years and is a member of the Rotary Club. Mr Griffin has been a member of the Nelson Harbour Board since 1938. MR J. A. HARLEY Mr J. A. Harley was born in Nelson and after leaving Nelson Coliege he served his apprenticeship at the Anchor Foundry. He was on active service in the Great War from 1915 to 1918 and gained a commission. He took over the management of Messrs Harley and Sons’ brewery in 1920. Mr Harley is a past president of the Nelson Rotary Club and is on the executive of the Nelson Automobile Association. Mr Harley has served for three terms on the City Council and is a member ol‘ several committees— Works (chairman), Gas and Electricity, Finance and Administration. Bylaws, Traffic and Transport Committees. He has played a prominent part in the city’s patriotic activities and is City Controller of the E.P.S. MR W. HOUSTON Mr W. Houston is a retired farmer living at Richmond. He has been a resident of New Zealand for the past 40 years, residing first in the Waikato and later on the West Coast. It was while farming two properties near to one of the largest West Coast rivers that he developed an interest in soil conservation. Mr Houston retired to Richmond seven years ago, and has been a member of the Richmond Borough Council for the past four years. While on the West Coast lie was interested in school committee work.
MR J. HURRELL Mr J. Hurrell is an officer of the i Public Works Department, Nelson. Educated at Wellington College and j Victoria University College, he joined | the P.W.D. as an engineering cadet in j 1912. After service with the New Zea- I land Engineers in the last war he re- j turned to the department and was stationed in Wellington until 1920. During that year he was attached to a Rivers Commission, reporting on measures to be adopted to control various New Zealand rivers. In 1921 he transferred to construction works at the Mangahao hydro electric scheme as assistant engineer. He was engaged on other construction works until 1928 when he was transferred to Nelson. In that year he was admitted as an Associate Member of the Institution of Civil Engineers.! Since 1934 he has been secretary of the No. 11 restrict Highways Council. He has also been secretary of the Nelson District Department Technical Committee for Soil Conservation and River Control since its formation early last year. Mr Hurrell has been on the executive of the Nelson branch of the R.S.A. and the committee of the Maitai Bowling Club, being president of that club in 1938. He is a member of Toe H, of which he has been regional chairman since 1937. MR H. G. B. HURST Mr H. Hurst is a local draper, having conducted his own business in Trafalgar street for the past 24 years. Mr Hurst has taken a prominent part in the organisation of the drapery trade throughout New Zealand, being at one time president of the New Zealand Federation of Drapers, Clothiers and Boot Retailers. Mr Hurst was elected to the City Council nine years ago and has been Deputy-Mayor for the past three years. During the present term of office he has served on the Gas and Electricity, IReserves, Finance and Administration, Water and Town Planning Committees. He is also a council representative on the committee of the Nelson Institute, on the Nelson Fire Board and on the executive of the Tahuna Sands Association. MR J. G. INGRAM Mr J. G. Ingram has been a garage proprietor in Nelson for the past 25 years .Before establishing this business he was for 14 years in the locomotive department of the New Zealand Railways. He is a past president of the Nelson A. and P. Association and of the Nelson Rotary Club. He is chairman of the Nelson city branch of the National Party and is a past president of the district branch of the party. As a deerstalking enthusiast Mr Ingram has traversed most of the high country of the South Island, and it is from this experience that he has developed an interest in soil conservation. MR L. A. JONES Mr Leonard A. Jones is the manager and a shareholder of the Reliance Engineering Co. Ltd.. Port Nelson. He is a practical engineer, having been engaged in building construction in Auckland before coming to Nelson 22 years ago. After thirteen years’ employment with the Nelson Anchor Foundry Mr Jones went into business on his own account. Interested in a number of sports, Mr Jones represented Nelson at both cricket and football, and has been a member of the Nelson District Cricket and Tennis Associations and is at present chairman of the Brook Tennis Club committee. MR S. YV. KENNING Mr S. W. Kenning is a foreman carpenter for Messrs Webley Bros., builders. For a period of nine years Mr Kenning was an employees’ representative on the Nelson College Council of Governors, and he was appointed Government nominee on. that board four years ago. For many years he has been secretary of the Nelson branch of the Amalgamated Society of Carpenters and Joiners. Mr Kenning is a sitting member of the City Council and during his term of office has served on the Works, Reserves, Water and Abattoir Committees. MR C. I. KIDSON Mr C. I. Kidson. B E., is the Nelson City Engineer. He was educated at Nelson College and Canterbury University College, where he graduated in civil engineering. He is an associate member of the British Institution of Civil Engineers, a member of the New Zealand Institution of Engineers and on the Dominion council of that body, a member of the New Zealand Town Planning Institute and an associate member of the Royal Aeronautical Society. After five years with the Electrical Department of the Public Works Department, Mr Kidson was with W. G. Armstrong, Whitworth and Co. Ltd. for two years on railway construction work. For eleven years he was on the Wellington City Council engineering staff before coming to Nelson in 1939 as City Engineer. During 24 years of civil engineering he has gained experience m river control and soil conservation through his association with hydro-electric and waterworks developments and forest conservation. Mr Kidson was a member of the Wellington Aero Club, a former member of the New Zealand Aero Club executive, and held a private pilot’s license. He has returned to his civilian occupation after two years’ service with the Royal New Zealand Air Force on aerodrome construction in Malaya, the Andaman Islands and the Pacific, and as deputy-Director of Works. Air Headquarters. Wellington. Mr Kidson is a member of the Tahuna Sands Association. MR A. R. KINGSFORD Mr A.. R .Kingsford is the proprietor Df the Broma and Snapshots photographic studios. He is deputy-chair-man of the Nelson Harbour Board and a member of the board’s finance and airport committees. He is a member of the committee of the Nelson Competitions Society, being president from 1935 to 1939. and a member of the Nelson Rotary Club and Nelson Repertory Club. He is also president of the Nelson Aero Club. Mr Kingsford served with the N.Z.E.F. in 1915-16 and with the Royal Flying Corps and R.A.F. 1917-19 as a pilot with the jank of Acting Flight Commander. He was a member of the Home Guard from its inception early in this war and was O.C. of the Nelson Battalion. Mr Kingsford is a J.P. DR I). C. LOW Dr D. C. Low has been in private practice as a medical practitioner in Nelson since 1928. For seven years before that he was medical superintendent at the Nelson Public Hospital. Dr Low was elected to a seat on the Nelson Hospital Board at the last local body elections in 1941. He is a member of the British Medical Association, president of the Nelson branch of the St. John Ambulance Association, president of the Blood Transfusion Society and an officer of the Order of St. John. Dr Low is vice-president of the Nelson R-S.A. and honorary surgeon to a number of sporting bodies in the district. He is controller of the Medical Section of the Nelson City E.P.S. MR M. MacLEOD Mr M. MacLeod, supervisor of the engineer’s division of the Nelson Post Office, has been a resident of Nelson for 10 years. He was previously in Napier for 15 years and while there was secretary of the Provincial Cricket Association and delegate to the New Zealand Cricket Council for eight years. Since corning to Nelson Mr MacLeod has taken a prominent part In sporting activities and is secretary of the Nelson
Council of Sport, Nelson District j Cricket Association. Maitai Bowlin," Club and Maitai Golf Club. He ha always taken a keen interest in the P. and T. Association and has in turn occupied all the offices, being secretary of the Napier section for four years. Mr MacLeod was appointed to the City Council in July of last year to fill a vacancy caused by the resignation of Councillor G. P. Russell. He has been a member of the Works, Reserves and Water Committees. MR R. W. MARTIN Mr R. W. Martin is a Nelson chemist, being the proprietor of Martin’s Pharmacy. He was for some time on the ! staff of the Dunedin Public Hospital and ! was manager of the United Friendly ! Societies’ Dispensary, Palmerston North, before commencing business on his own account. He is a past chairman of the Nelson Starr-Bowkett Building Society, is on the executive of the Nelson St. John Ambulance Association and is an officer of the Nelson Blood Trans- | fusion Service. Mr Martin holds the I position of president of the Nelson Rotary Club and is on the executive of ? the Crippled Children Society. A i member of the Nelson Hospital Board since 1941 he was elected as a representative of the combined City, Richmond and Tahunanui areas. DR. D. MILLER Dr. D. Miller, Ph.D., M.Sc., is assist-ant-Director of the Cawthron Institute, and also Director of the Division of Entomology in the Research Department of the Institute. Dr. Miller received his early education in Edinburgh, and on coming to New Zealand studied at Otago University, and later at Victoria University College where he gained his M.Sc. with first class honours in zoology. Since 1907 Dr. Miller has specialised in entomology and in 1916 was appointed N.Z. Government entomologist and economic zoologist. In 1928*he was appointed to the Cawthron Institute staff. Some years ago, on account of hi s knowledge of medical entomology, Dr. Miller was consulted by the United States National Board of Health in regard to the parasitic control of the carrier of the Rocky Mountain spotted fever. At present he is associated with the New Zealand Health Department in regard to the problem of malaria in New Zealand as the result of troop movements, and he has been frequently consulted by the Department and local bodies in regard to the control of insects influencing the health of the community. He has also acted in an advisory capacity to the Chilean Government in connection with entomological problems. Dr. Miller is president of the Nelson Philosophical Society and represents the Society on the Council of the N.Z. Royal Society. H e is a member of the Nelson Navy League committee. MR C. T. NALDER Mr C. T. Nalder is a partner in the firm of Nalder and Biddle, marine and general engineers and slipway proprietors, Port Nelson. Mr Nalder was born in Nelson and served hi s apprenticeship at the Anchor Foundry. He went to sea for seven years and on coming ashore went into business as an engineer, having been in partnership with Mr J. W. Biddle for the past 18 years. Seven years ago the firm became the proprietors of a slipway at the Port. Mr Nalder has been a member of the Nelson Harbour Board for the past three years. MR J. NEWMAN Mr J. Newman is managing-director of Newman Bros. Ltd., Royal Mail Motor Service, and on the executive of a number of other transport companies. He is chairman of directors of Transport (Nelson) Ltd. and a director of Cook Strait Airways Ltd., and is at present chairman of the New Zealand
Passenger Services’ Federation. Mil Newman was a foundation member Of j the Nelson Rotary Club. is a past president of the Nelson Rugby Union, and is on the executive of the Nelson College Old Boys’ Association. He represented both Nelson and Wellington j at cricket for a number of years and j in 1933 played for New Zealand against j the M.C.C. MR F. V. POWELL Mi- F. V. Powell, who is local branch j manager for Auto Parts Ltd., was born in Wanganui and received his secondary education at the Wanganui Collegiate School. Since coming to Nelson nine years ago he has taken a prominent part in the activities of a number of local organisations. He is at the present time secretary of the Nelson City Patriotic Committee, divisional officer of the Emergency Fire Service, captain of the Nelson Fire Police Corps, chairman of the Nelson Territorial Association, treasurer of the Nelson Council of Sport, president of the Maitai Golf Club, and a member of the executive of the Automobile Association (Nelson). MR N. ROUT Mr N. Rout is secretary of the Nelson Permanent Building Society. He joined tl-e society’s staff in 1913, and, with the exception of the period he was on war service, he has occupied his present position. He is a prominent member of the Nelson Bowling Club. Mr Rout has been a member of the City Council for two terms and during the past three years has been a member of the Finance and Administration, Bylaws, Traffic and Transport, Reserves, Water and Baths Committees and a council representative on the Nelson Institute commiti tee. MR S. I. RUSSELL Mr S. I. Russell, manager of the firm of Messrs G. P. Russell and Sons for the past ten years, has been connected with school committee work for a number of years. For the last five years he has been secretary of the Nelson Central School Committee. He is a trustee of St. John’s Methodist Church. For many years Mr Russell was actively associated with Rugby football and was secretary of4.he Wakatu Club. He also took a prominent part in the Boy Scout movement. MR S. T. SAVAGE Mr S. T. Savage was born and educated in Nelson. He took an active part in a number of sports, including Rugby football, being a member of the Rival Club and a Nelson representative, and rowing, as a member of the Nelson Rowing Club and Nelson representative. After gaining business experience in Palmerston North he returned to Nelson and entered business with his father. Eleven years ago he took over the management of Ernest T. Savage Ltd., house decorators, of which firm he is a director. MR F. H. SHARLAND Mr F. H. Sharland, who was in business in Nelson for some time as a cycle and gun dealer, is at present engaged on general contracting work. He served several terms on school committees in Marlborough and has been on the executive of the National Rifle Association of New Zealand for a number of years, the first Nelsonian to have that distinction. He has been president of the South Island Rifle Association four times and is the president of the Nelson Rifle Association. Mr Sharland was elected to the City Council six years ago and since then has been a member of the Works and Baths Committees. MR S. W. STREET Mr S. W. Street is a retired school master, having served in many parts of the Dominion before retiring from the headmastership of one of the largest schools in Timaru, and returning to
Nelson, where he wa s born. Mr Street is a member of the committees for the Children’s Health Camp, Toe H. and Crippled Children Society. He is also chairman of the Nelson Arbor Day Committee. A member of the CityCouncil, he has served on the following committees: Reserves, Gas and Electricity, Bylaws, Traffic and Tran - port, Baths. Abattoir and Town Planning committees. He is a Council representative on the committee of the Nelson Institute and Tahuna Sands Association. MR J. WYLLIE Mr J. Wyilie was born in Ayrshire, Scotland, and educated at the Kilmarnock Academy. After serving hi* apprenticeship as a mechanical engineer he travelled widely and worked in nine different countries before settling in New Zealand in 1908. He was battery engineer at the Talisman gold mine. Karangahake. for two years, transferring from there to a position as engineer to the Golden Bay Cement Company when it commenced operations. Mr Wyilie was engaged on construction work in Napier for some time, but returned to Nelson where he has since been in business as a contractor. Among the works he has carried out arc the construction of the large gasholder at the Nelson gas work?, and the Nelson Power House. After the last war Mr Wyilie patented the Wyilie artificial leg.
