COMMITTEES TO TAKE OVER FROM GERMANS London. April 16. The first detailed instructions on the formation of national committees to take over from the Germans are given the Czechoslovak people by Mr Nemec, Minister of Reconstruction, in a broadcast from London to-night at the moment when Soviet detachments are already believed to be operating within the mountainous regions of eastern Czechoslovakia. Mr Nemec said as long as the country was still occupied the paramount duty of national committees was to fight, but where the enemy was ousted local national committees would replace crumbling administration until the Czechoslovak Government was able to establish a new one. He said that only Czechoslovaks and Ruthenians reliable and unbcsmirched in loyalty could be members of committees in which all sections of the population and all political groups should, however, be represented. The committees should assist military commanders in the organisation of military units. Mr Nemec concluded by appealing to the Czechoslovak people to ‘act in unity and carry out all instructions in complete accord in order that the struggle may be brought to an end and a more perfect democratic republic be established.”
