NEUTRAL DIPLOMAT APPROACHED London. Apri 1 17. The German Minister in Bucharest, Herr von Kiilinger. in the middle ot | December, approached a neutral diplo- j mat with a peace plan for submission . to London and Washington, but not to j Moscow, says the Istanbul correspondent of the "Daily Mail.” Terms were: <1 > Immediate evac-; uation by Germany of all occupied ter- j ritories including Czechoslovakia: ‘2) i Abandonment of all German colonial ! claims; (3) Complete dis-establishment • of the German Navy: «4) Germany’ would retain no merchant navy as such j but would reach an agreement with ; Britain regarding German overseas shipments: <s> Abolition of Nazi propaganda abroad: <6) Agreement with ihe Allies on civil aviation: <7> Ger- j many to always remain in close con- J sultation with Britain in matters concerning common defence interests. The correspondent says the diplomat | told him von Kiilinger requested that J the proposals be sent to London ana I Washington but not to Moscow. The di-t plomal added that he knew the pro- 1 posals reached his government but ; otherwise he did not know what was done with them. The correspondent was not permitted to name the neutral go- ; vernment. He points out that the j R.A.F.’s bombing of Bei lin was at its ! height in mid-December and significantly Goebbels’ propaganda in midDecember was designed to suggest that Britain had much to gain and nothing to lose by calling off the invasion.
