CAPITAL TO BE EVACUATED (Rec 10.30 a.m.) London, Feb. 7. Refugees from lstria and Bessarabia are causing confusion in Rumania Rumanian Government officers are preparing to evacuate Bucharest and it is reported that civil evacuation will begin soon. Every day there are warnings of Allied air raids. A Moscow dispatch says Bulgarian Black Sea ports are filling up with Germans evacuated from the Crimea.
