DEFINITIONS OF PAPER BAGS

Wellington, Nov. 20. By notice published in the “Gazette an amendment is made to the Industry Licensing (Pulp and Paper Manufacture) Notice. 1930 In a statement last evening, the Minister of Industries and Commerce (the Hon. D. G. Sullivan) explained that this amendment related only to definitions. particularly of multi-wall paper bags, the manufacture of which is covered by the licensing notice.
"Originally a multi-wall paper bag was defined as any container the walls of which were composed of two or more sheets of paper,” said Mr Sullivan. “In the course of the administration of the licensing notice it was found that strict interpretation of that definition brought in certain classes of paper bags which were never intended to be subject to the licensing provisions. Some difficulty has been experienced in arriving at a suitable new definition which would set out accurately what was in the mind of the Bureau of Industry and major units of the paper industry concerned in the matter.
“Arising out of recent negotiations between the Government and manufacturers over the future of the paper industry in New Zealand, a workable definition of multi-wall paper bags has now been formulated, and the amendment notice just published was merely the legal medium for effecting this desirable alteration in order to relate the provisions of licensing only to that class of multi-wall paper bags more conveniently denominated in broad terms as shipping containers. In addition the opportunity has been taken to substitute fresh definitions for 'pulp* and ‘paper and board* which are considered to be more suitable than those originally formulated.”
