Napier) to the Minister of Justice that regulations should be issued to ensure uniformity in the treatment of conscientious objectors by Magistrates in cases where these men fail to report to camp after thenappeal had been dismissed. The Minister of Justice 'Mr Mason), in a written reply, said that when the regulations were first issued a circular outlining the policy issue involved was sent to Magistrates, but this could not be of a directive character, the question of penalties being for the determination of the court. The Minister also pointed out that there might be differences between cases which do not appear in the reports concerning them.
