The Minister of Justice 'Mr Mason), in a written reply, said that when the regulations were first issued a circular outlining the policy issue involved was sent to Magistrates, but this could not be of a directive character, the question of penalties being for the determination of the court. The Minister also pointed out that there might be differences between cases which do not appear in the reports concerning them.
