CHANGES IN CABINET FIRM TREATMENT FOR AXIS AGENTS (Rec. noon.) Santiago. Oct. 22. Joaquin Fernandez. Ambassador to Uruguay, accepted the post of Foreign Minister after the German Rie*co. who previously accepted, had changed his mind and declined. Francisco Solar, a Radical, who was sworn in as Minister of Commerce, last night resigned because the governing board of his party refused Solar permission to hold office. Foilan Arrigada was appointed instead. There are indications, says the Associated Press of America, that Chile intends firm treatment for Axis agents. The Minister of the Interior. Paul Morales, enforced a decree ordering the banishment of three German? accused of espionage after the magistrate on a legal technicality had freed them of charges of secretly radioing information of ship movements. Morales also ordered a search of the homes of foreigners suspected of pro-Axis activities. President Rios issued a statement that his purpose is to defend the territorial integrity and American soliClflTtV ity.-r—P.A.
