FOREIGN MINISTER TO BE REPLACED RELATIONS WITH THE AXIS Santiago, Oct. 21. The Chilean Cabinet has resigned in order to give President Rios freedom of action in replacing the Foreign Minister, Mr Barros Jarpa, who advocates continuance of diplomatic relations with the Axis. The resignation resulted from a statement by the United States Under-Secretary of State, Mr Sumner Welles, that Axis agents were active in Chile and the Argentine. Mass meetings followed demanding Barros Jarpa’s resignation, also a rupture in relations with tile Axis.—P.A.
