Tremcwam. on behalf of the zoning authority, tested the Council's attitude towards the issue of additional butcher shop license- The Council decided to reply that it had no jurisdiction in such a matter, arid the comments o 1 council lot s indicated that it would not exercise such jurisdiction even if it had the power to do so The letter from the Oil Fuel Controller was as follows ;- "In connection with the work being carried out by the Zoning Committee, i desire to say that action has been taken in respect ol deliveries bf grocers, milkmen and butchers. The object of the Governments direction to conserve not only tyres and motor spirits, but also the paramount factor —manpower. Regarding the action under wtv concerning dumeric- by butcher.-.. 1 ha\e to inform you that a proposil is being considered which would climinntc deliveries n the city area, but provide facilities for. say the Port Hiii. etc. However, the scheme would be undermined particularly in respect of manpower saving if. say, one butcher decided to open up shops in various localities. 'ln the circumstances, the Zoning Committee desires an expression "of opinion from your Council as to whether it would agree to issue any fresh licenses. Councillor S McArthur, a member of the committee, will be able to amplify the matter and indicate the important bearing your Council’s attitude will have on the committee's The Town Clerk (Mr F Mitchell) said that premises used as butchers shops had to comply with the requirements of the regulations. If the conditions on inspection were found to be in accordance with the requirements the Council issued a permit on payment of 5s It was a question if tiie Council had the right to decide if there were enough licenses It appeared that the Council was only concerned with the building being in accordance with the regulations and if it was a hcen.-e could not be refused Councillor S. McArthur. Apparently the Council cannot restrict the number of licenses." Councillor H G. B Hurst: "If deliveries are to be cut out the butchers may desire to establish shops in vari- | ous localities. I don’t think the Council would want to impose any such re- , strictions even if it had the power." Councillor S. Kenning; “If a butcher asked for an additional shop license | the Council should try to help the ratepayers to get their supplies in their own localities instead of having to come info the city area for their meat.” The Mayor (Mr E. R Neale): "If anyone wants to have a butcher’s shop. sa - v - on the Port Hills, and the building conforms with the regulations the Council would grant a license. If the Government wants to stop it then it w’ill have to find some way of doing it." As stated above, the Oil Fuel Controller is to be advised that the Council has no jurisdiction in the matter.
