terest or hardship except by direction ot a manpower committee. All members of the National Military Reserve 40 or older are to be examined as soon as possibld by a medical board, and those w ho are classed below Grade 11. will be at once transferred The survey to decide those who fhould be transferred on the ground of public interest or hardship will be made* by the unit commander, acting with a i representative of the local manpower; committee. In the event of disagreement between them the final decision will rest with the manpower committee. A man has the right to appear person-! ally before the unit commander and the i manpower committee representative, and against their decision he may appeal to the manpower committee. In deciding transfers a man’s rank, special military training and qualifications for military service are to be taken into account. Unit commanders j are to ensure that transfers arc made ir such.a wav not to impair the! efficiency of units and only as recruits! become available to fill the vacancies. | In cases where a man who is trans- j ferred an account of his physical con-! tiilion wishes to continue in full-time! military service, area commanders arc! to lake into account, especially where his military record entitles him to con- \ sideralion. his suitability for employ-1 ment with temporary staff or guards; vital ooints.
