RICHMOND WATER SUPPLY
RODING RIVER SCHEME OUTCOME OF NEGOTIATIONS Some few months ago negotiations were commenced between the Richmond Borough Council and the Nelson City Council for a supply of water to the Richmond Borough from the Roditig scheme. Under the original proposals submitted by the Borough, the City Council was asked to construct a pipeline to connect with the present Borough supply. The Borough Council, for its part, guaranteed to purchase sullicient water the payments for which would meet the annual charges on the pipeline, less £2OO receivable by the City Council for sales of water en route. The City Council, after considering this request, submitted three alternative proposals and the Borough Council, after due consideration decided tht only one of these proposals j was financially practicable, viz: “That, j the Richmond Borough Council raise j the necessary loan and lay and main- j tain the pipe-line: and in such case llie Nelson City Council will supply | water during “off-peak” hours on the ! following terms: (a). For the first, 40,000 gallons a day calculated monthly 2d per 1000 gallons, (b). For all additional water supplied (id per 1000 j gallons. The Richmond Borough | Council to have the right, subject to arrangement with the Waimea County Council, to supply the Freezing Works and other consumers on the pipe-line, provided that the price charged for such supply shall not be less than that charged by the Nel-j son City Council for similar sup- j plies.” The Borough Council then met the j directors of the Nelson Freezing Co., j Ltd., who agreed to guarantee a min-j imum annual payment for a supply! iof water, in the event of the Bor- j ougli Council connecting up with the: Roding scheme. Satisfactory arrangements were j j made with the Waimea County Coun- j j cil for authority to supply consum- i | ers within the Stoke area, and for j adjustment of annual loan charges | and maintenance if and when the Waimea County Council reticulate. ; : the major portion of the Stoke area, in which case the Waimea County I j Council will draw water through the j j pipe-line. I The Borough Council approached j I the Hon. the Minister of Education j i for guaranteed annual payment in | j respect of a supply of water to the | j special school for girls, Richmond, in I the event of the Council proceeding! | with the connection to the Roding j I supply. At the meeting of the Council held i last evening the District Engineer. l j Public Works Department, advised j I that the Government was prepared i j to guarantee a minimum of £IOO peri ! annum for a period of live years, i The Council decided to proceed : 1 with the preparation of a formal ! agreement incorporating the terms I submitted for the supply of water! from the Roding, and to take the necessary steps to have the matter j submitted to the Local Government , Loans Board, and thence to the rate- ! payers for their approval. “
