PASSAGE TO VLADI VO STOCK JAPANESE PERMISSION REPORTED (Rec. 10.0 a.m.) Washington, Aug. 25. The Shanghai correspondent of the Associated Press of America report that a Tokio dispatch is quoted in well informed quarters as saying that Japan has decided to permit temporarily. American war materials to Vladivostock using the permission as a lever to relax American economic restrictions.— U.P.A.
