He felt the situation could be worked out without a formal order. The defence programme. he said, was progressing satisfactorily, and he was particularly pleased to hear that armour-plate production was improving. He said he had conferred with the Defence Commission in an effort to eliminate bottlenecks in the machine industry and also for a programme for speeding up the construction of destroy ers.
