POST OFFICE REQUIREMENTS

Apart and entirely distinct from the foregoing is the effect of the Adhesive Stamps Act, 1939, and the Adhesive Stamps Regulations, 1940, under which persons who sell or deal in New Zealand stamps require to be licensed. Two classes of license are issued, namely (a) license to sell current stamps and (b) license to deal in stamps. Licenses of the first category are issued to those who desire only to sell stamps to the public for ordinary use. These licenses correspond with those which have hitherto been issued under the Stamp Duties Act to shopkeepers, etc., who sell stamps to the public in the ordinary course of business. The only changes in this case are that the licensing is transferred from the Commissioner of Stamp Duties to the DirectorGeneral of the Post Office and that in future licenses will be issued for a specified instead of an unspecified period.

Licenses of the second category are issued to persons and firms who, whether or not they sell stamps to the public for ordinary use, “deal” with the stamp collecting public. Most of these persons and firms deal in both used and unused current and obsolete stamps; but for the present those who deal only in used stamps need not be licensed. Licenses of the second category cover the sale of current stamps for ordinary use, as well as “dealing” in stamps. Only one license will there-

fore be issued to any applicant. Individual members of philatelic societies who circulate stamps through the medium of such organisations are not regarded as coming within the provision of the Adhesive Stamps Regulations. If unused New Zealand stamps are sold through the medium -of such organisations, however, a class “b” license to cover the operations referred to must be obtained by the society. Individual members of societies who deal in unused New Zealand stamps otherwise than through the societies’ exchange branches will, of course, require to be licensed. A license is not required merely to exchange stamps.
