RESTRICTIONS ON SHIPPING [U.P.A.-By Electric Telegraph-Copyright] BUCHAREST, 22nd October. The lightships at Constantza and Mangalia have been extinguished. The Ministry of Marine announced that ships would be allowed to enter harbour only between dawn and sunset.
