JAPANESE ARMY POLICY
U.S. WANTS REVERSAL RESTORATION OF EQUILIBRIUM IN EAST ASIA PROHIBITING EXPORT OF ARMAMENTS [U.P.A.-By Electric Telegraph-Copyright j (Received 12th January, 10.10 a.m.) NEW YORK, 11th January. The ex-Secretary of State Mr H. L. Stimson, urges the passage of one of the four bills at present before Congress to prohibit the export of arms, munitions, armament and raw materials to Japan. He alleges that a comparatively small number of individual Americans have been aiding Japan’s aggression for three years. Mr Stimson earlier suggested the ex. tension of the moral embargo which is now effective, but he believes that this is insufficient to impress Japan with the seriousness of the United States’ opinion. He added that such expression of the United States’ disapproval would ultimately produce a reversal of the Japanese army policy without which the restoring of the equilibrium in East Asia could not be restored, and it would fortify the good effects of the embargo repeal showing that Americans were not afraid to discriminate between right and wrong. It would also identify the United States more firmly on the side of peace lovers. Mr Stimson urged against attempts to mediate and force peace on China.
