The Japanese Foreign 'Office declines to comment on the report. An earlier message staAed that the War Minister. General Itagaki said today that it was a mattery for congratulation that Italy and Germany were ! now linked up in a military pact to maintain peace. It was not impossible that Japan might conclude a military agreement with the Axis Powers if Italy and Germany wanted it.
