REGARDED AS UNFRIENDLY ACT
RETENTION OF FOREIGN TROOPS IN SPAIN FRENCH WARNING TO GENERAL FRANCO (Received 13th April. 9.0 a.m.) PARIS. 12th April. It is stated that Marshal Retain. French Ambassador in Burgos, has been instructed to inform General Franco that France would regard the retention by him of foreign troops in Spain after 15th May next as an unfriendly act.
It is reported from Burgos that General Franco's Cabinet approved the construction of a network of highways in Morocco and the improvement of. the seaplane base
